| Nondisciplinary alternative approaches have been adopted by a majority
of state boards of nursing. These programs differ in scope and form,
but all have similar goals. While protecting public safety, these
programs also offer the impaired nurse an opportunity for treatment
and recovery without the traditional disciplinary process. The National
Council of State Boards of Nursing (NCSBN) has developed broad guidelines

The National Organization for Alternative Programs (NOAP) is working
toward national standards and specific guidelines. (www.alternativeprograms.org)
Kentucky's alternative program is operated by the Kentucky Board
of Nursing and is funded by a $5.00 assessment added to each nurse
licensure renewal application.

KARE Program)
On January 1, 2001, the Kentucky Board of Nursing began implementing
the Kentucky Alternative Recovery Effort (KARE) for Nurses Program,
a confidential non-disciplinary monitoring program. The KARE for
Nurses Program offers an opportunity for education, treatment and
recovery for the chemically dependent nurse. Participants must meet
the eligibility criteria and voluntarily enter into an agreement
with the KARE for Nurses Program.
The purpose of the KARE for Nurses Program is to identify and assist
nurses whose abilities to provide nursing care are compromised by
chemical dependency (alcohol and/or drugs). The foundation of the
KARE for Nurses Program is that chemical dependency is treatable
and that the recovery and return of the nurse to safe and competent
nursing practice is in the best interest of the public and the profession.
Educational offerings about the KARE for Nurses Program, chemical
dependency in nursing, and treatment will be available for employers
of nurses, professional organizations, nurses and others.
All requests for information and/or assistance, and records of
all participants are strictly confidential. Participants in the
KARE for Nurses Program will remain anonymous to the Kentucky Board
of Nursing as long as the participant is compliant with the Agreement.
Services Provided:
- Assistance with identification, assessment and referral to approved
treatment providers.
- Monitoring participants for compliance during and after recovery.
- Provide education to nurses, employers and other groups regarding
the KARE for Nurses Program, chemical dependency, treatment and
related topics.
